This manual defines the responsibilities, conduct, and procedures to be followed by all those participating in Bend South Little League (BSLL) to include but not limited to the Board of Directors , Officers of the Board, Managers, Coaches, Umpires, Parents, Volunteers, and Children. The contents of this manual are intended to define the options provided to BSLL by Little League Baseball Inc. (LLB, Inc.) rules and regulations and are intended to enhance the LLB, Inc., rules, and regulations for the sole purpose of providing every child with a positive, enjoyable baseball/softball experience. In all cases, it is the intention of BSLL to follow the rules and regulations set forth by LLB, Inc. This manual has been approved by the BSLL Board of Directors and Officers of the Board and hereby becomes a permanent document in the operation of the league. This manual may be reviewed annually and is subject to revision with the approval of the BSLL Board of Directors.
As used hereinafter, the “Board” shall mean Board of Directors and Officers of the Board unless otherwise stated.

SECTION II: Membership
Board membership shall include any person sincerely interested in active participation to fulfill the responsibilities outlined in the Local Rules. Board members are to include but are not limited to the following positions:

A description of the board positions can be found in Appendix A.
Voting members will be limited to current Board Members, with a 50% quorum required for approval of any board decision. Terms shall be annually for Board Members with elections of new board in September. Any member of the Bend South community has the right to vote to elect a new Board.. Board positions serve a term of 1 (one) year except as noted. Positions that are noted above as a 2-year minimum can be extended on a yearly basis based on board approval. The following positions must be elected from current board members: President, Vice of Baseball, Vice President of Softball, Director of Coaches, Secretary, Treasurer, Player Agent, and Safety Officer.
Attendance Requirements
The Boardwill be required to attend a minimum of 75% of all scheduled meetings. Should this minimum not be kept or should at any time there be 3 consecutive missed meetings, the member in violation will be dismissed from the Board and his/her responsibilities reassigned to the remaining members or the Board may hold a special election to appoint a new member. Board Members in good standing, with children playing baseball or softball in the BSLL organization, will have their registration fees waived.
Members at Large
Members at Large are volunteers that choose to help with BSLL throughout the year. They are voting members of the Board with the same attendance requirements. Members at Large in good standing, with children playing baseball or softball in the BSLL organization, will have their registration fees waived. No new Members at Large will be added after the Bylaws for the current season have been approved.
Volunteers
All Board Members, Managers, Coaches, Umpires, Parent Volunteers are subject to a Criminal Background check per LLB Inc, rules and regulations and BSLL District Rules guidelines. Some Volunteers may be denied participation due to a negative criminal background check. All decisions of denial will be based on the LLB Inc, guidelines pertaining to volunteering (Volunteer) and reviewed and voted on by BSLL Board.
SECTION III: Meetings
Prior to any regular board meeting, notice will be posted on the Bend South digital marketing platforms. All regular board meetings are open to the public. A portion of each meeting will be set-aside for a public comment period. Executive meetings, which are held by the board and called by the President, are typically for disciplinary actions are not open to the public; but the general public will have the opportunity to provide public comment prior to the executive meeting. Subcommittee meetings, which are held by a small committee made up of board members, are open to the public on an invite basis only once approved by the board. These meetings are established for the purpose of completing a specific task. The subcommittee will present their results or completed task at a designated regular meeting.
SECTION IV: Finances
Banking: BSLL shall maintain a business account at a Federally Insured Financial institution. A minimum of 3 board members shall be authorized signers. All checks require dual signatures as an internal control.
Use: Funds cover BSLL expenses
Income: All funds raised for BSLL must be documented and submitted to the Treasurer within 7 days of receipt. All funds received by the Treasurer must be deposited into the BSLL bank account within 4 days of receipt by the Treasurer.
Expenses: Reimbursements for all expenses shall be made only after receipts for the expenditures have been audited, documented, and approved by the Treasurer. Reimbursement requests shall be submitted the Treasurer within 30 days of the incurred expense and must be accompanied by a receipt.
Reporting: An updated financial report shall be made available in printed form to each BSLL board member at each meeting. Financial reports will be approved and noted in minutes at each meeting.
Budget: A budget will be created and approved by the board.
SECTION V: Code of Conduct
This code of conduct is intended to be an outline of the principles and rules that govern the conduct of all managers, coaches, players, parents, spectators, and umpires during BSLL sponsored activities. The BSLL program is designed to teach sportsmanship and teamwork, improve athletic skills, and provide a fun and enjoyable experience for all who participate. To achieve these goals, BSLL requires that players and adults, both as coaches and as spectators, adhere to certain rules of conduct. The code of conduct will be presented in an email format and will need to be acknowledged through electronic signature by every single participant in BSLL in order to participate in the League.
See Code of Conduct at the end of this document.
SECTION VI: Registration
Registration dates will be scheduled by the BSLL Board.
Registrations received after the posted cut off dates, will be placed on a waiting list to be assigned to a team on an as needed basis.
Refund Policy: For Baseball Divisions with tryouts: Registration fees will be refunded in full, prior to the date of the first tryout. 50% of the fee will be refunded after tryouts and prior to the first scheduled practice day. Once practices have started, there will be no refunds.
For All Other Divisions (T-Ball, Farm, Rookies and Softball): Registration fees will be refunded in full prior to the close of registration. 50% of the fee will be refunded prior to the first scheduled practice day. Once practices have started, there will be no refunds.
Season Closure
In the event that the BSLL season is canceled due to circumstances outside of the league's control prior to April 1, a refund of 30 percent of registration fees is given to families that request it.
Out-of-Boundary waiver request
All Out-of-Boundary waiver requests must follow the Out-of-Boundary waiver request process. BSLL Board will approve or deny the request in a timely manner.
SECTION VII: Manager Selection/Responsibilities
Managers and coaches are under the direction of the D.O.C. The D.O.C. is responsible to the BSLL President and Board..
Manager and Coach appointments for all divisions will be for the period of one (1) season. The season shall be from the date of appointment by the board.
Individuals wanting to manage or coach for BSLL are required to fill out a volunteer application.
Managers are only allowed to choose one coach. Other coaches can be chosen or appointed after team selections are made. See Section 8 for further details.
A list of recommended Managers and Coaches in all divisions will be presented to the Board by the D.O.C. then are voted upon by the BSLL Board.. Final notification of all managers and coaches will be the responsibility of both the BSLL President and D.O.C.
Each Manager will be held responsible for the conduct and ethics of coaches and players on his or her team and their parents.
Managers and coaches WILL always conduct themselves in a sportsmanlike manner and strictly adhere to the BSLL Code of Conduct. Failure to do so may result in disciplinary action and or dismissal from the league by the BSLL Board.
Managers are allowed to choose additional coaches that have not been assigned to them by the BSLL Board, after the successful completion of the team draft. Coaches must be the parent of a team member on the Managers team or a BSLL Board approved volunteer.
Each Manager must conduct a parent meeting to discuss the purpose of BSLL and reaffirm the parent and player codes of conduct.
Managers are required to participate in:
All meetings and training required by the BSLL Board.
All designated field days.
Managers are responsible for the safe keeping, maintenance, and loss prevention of all equipment issued to them.
It is the responsibility of the manager to request additional or replacement equipment.
Managers MUST return all and/or equipment issued to their team on the assigned equipment return day issued by the Board.. The Equipment return day/date will be supplied one week prior to the end of regular season play.
Failure to return BSLL property may result in suspension from the league and further legal action if necessary.
All managers/coaches, whose activities in another youth baseball/softball program are deemed detrimental to the operation of the local league, can be removed by a majority vote of the Board..
Managers in the divisions of: Juniors, Majors and Minors for baseball and softball are required to umpire or supply an umpire for two games of a division other than what they manage in.
SECTION VIII: Division Eligibility
T-Ball - League age 4-6 years old. Players will not participate in a draft. Player Agent will distribute all players evenly based on age and experience. Team selections will be based on school when possible. Special requests will be honored where possible. Player's league age 4 to 6 must play one year of T-Ball before they move onto the next level.
Farm – League age 6-7 years old. Players will not participate in a draft. Player agent will distribute all players evenly based on age and experience. Team selection will be based on school when possible. Special requests will be honored where possible.
Rookies – League age 7-8 years old. Players will not participate in a draft. Player agent will distribute all players evenly based on age and experience. Team selection will be based on school when possible. Special requests will be honored where possible.
Minors – League age 9-10 years old. Players will be required to attend mandatory tryout. Players will be placed using a draft system. Players league age 8 years old are eligible for consideration for the draft. This is, however, highly discouraged by BSLL. Players must meet Player Agent and/or Safety Officer approval prior to becoming eligible for draft and played at least one year in the division below. Players league age 9-10 MAY NOT play down unless a major safety concern. Approval by the League President and Player Agent is required.
Majors – League age 11-12 years old. Players league age 10 years old are eligible for consideration for the draft. Players must meet Player Agent and/or Safety Officer approval prior to becoming eligible for draft and played at least one year in the division below. Players will be required to attend mandatory tryout. Players will be placed using a draft system. Players league age 11-12 MAY NOT play down unless a major safety concern. Approval by the League President and Player Agent is required.
Juniors – League age 13-14 years old. Players will be required to attend mandatory tryout. Players will be placed using a draft system. Players league age 13-14 MAY NOT play down.
SECTION IX: Assessments
T-Ball/Farm/Rookies players are not required to attend assessments.
Minors – League age 9-10
Player's league age 8, are eligible for Minors assessments. 8-year-olds may be assessed for play at the Minors level. The Player Agent/Safety Officer must approve 8-year-olds who want to play in this division. If ability warrants, they will be drafted to this level.
Players league age 9-10 are required to participate in assessments.
Players will be rated on baseball skills, as well as hustle and overall attitudes. Players that do not attend assessments will be considered “hat picks” during the draft.
The manager's child(ren) and the coach's child(ren) will be required to attend assessments.
Special player requests may not be honored due to the draft process.
Majors – League age 11-12
Player's league age 10 are eligible for Majors assessments. 10-year-olds may be assessed for play at the Majors level. The Player Agent/Safety Officer must approve 10-year-olds who want to play in this division. If ability warrants, they will be drafted to this level.
Players league age 11-12 are required to participate in assessments.
Players will be rated on baseball skills, as well as hustle and all over attitudes.
The manager's child(ren) and the coach's child(ren) will be required to attend assessments.
Special player requests will not be honored due to the draft process.
In no case should 13-year-olds be allowed to play at the Majors level.
Juniors – League age 13 -14
All 13 and new 14-year-old players are required to participate in assessments.
Players will be rated on baseball skills, as well as hustle and overall attitudes.
Special player requests will not be honored due to the draft process.
SECTION X: Player Selection/Draft
T-Ball/Farm/Rookies
The President and Player Agent are responsible for all player placements in the T-Ball, Farm and Rookies divisions.
All T-Ball/Farm/Rookies players will be placed according to school where possible. BSLL will do its best to accommodate special requests where possible.
Minors
A manager will be required to declare his coach prior to assessments and will need BSLL Board approval.
All players are selected using a draft process. The Manager's child(ren) will be drafted as their first-round pick. If the manager has declared a coach with a child(ren), that player will be drafted as their 2nd round pick.
The Player Agent (or Sub-Player Agent, if needed) is responsible for organizing and overseeing the player draft.
Siblings will be drafted to the same team unless otherwise requested by the parents/legal guardians. Once one sibling is drafted the other sibling will be drafted in the next round.
Minors’ managers are the only team representative eligible to be present during the draft. If a manager cannot represent their team at the draft, their coach may represent the team in their place. This must be approved by the Player Agent.
Draft picks will be determined by numbers chosen from a hat. Here is one example: Each manager chooses a number for the first round. The manager with the number 1 will choose first and the others will choose in number order 2 – 6. After all six managers have made their choice, the order of selection will be reversed.
The manager with the number 6 will choose first and it will count backwards 5 – 1. This will complete Round 1.
Players who miss assessments will be “hat picks”. “Hat Picks” will be picked after the draft is complete.
A member of the Board who does not have a child in this division's draft, will be present during the draft to assist with quality
control.
All trades must be completed by the end of the draft day.
All teams will be deemed final once they are announced to the league. Special situations can be submitted to the Player Agent for approval.
Majors
A manager will be required to declare his coach prior to assessments and will need BSLL Board approval.

SECTION XI: General Playing Rules
Objectives
Provide a consistent level of coaching and play throughout the various divisions in BSLL.
Provide a progressive learning experience at all levels of play.
Prepare each player for the next level of play.
Play in a NON-COMPETITIVE format: T-Ball, Farm, Rookies COMPETITIVE: Minors, Majors and Juniors focusing on learning the rules and fundamental skills of the game of baseball.
Teach the basic rules of baseball.

Teach the fundamental skills needed to play baseball.
Throwing mechanics/pitching mechanics for Rookies and Minors (it is encouraged that ALL players be taught proper pitching mechanics)

It is encouraged that all players play in different positions each inning, if possible, in the non-competitive divisions. It is required that all players get rotated through the field at least once per game unless the BSLL Board has deemed it too dangerous for a child to be in the infield and the Manager has the Board approval via a vote of the BSLL Board.
Minimum Play: Every player will sit out once during the course of any game and no player will sit out two innings in a row in the non-competitive divisions. The competitive divisions, every player shall sit once before any player sits out twice during a regular season game.
Catchers
All catchers are required to wear the proper protective equipment.
Catcher's mitt must be always used.
Male catchers must wear a protective cup.
Throat guards must be attached to all masks, including hockey style masks.
Chest protectors must be used.
All players in the non-competitive leagues should be encouraged to try the catching position and Managers must do their part to encourage this opportunity.
Uniforms
Complete uniforms must be worn at all times.
Undershirts must be uniform color (no white undershirts are allowed)
No metal cleats allowed (except in Junior and Senior leagues)
No travel ball attire will be worn by players, managers or coaches at Little League games or practices.
SECTION XII: Specific Division Rules: Baseball
T-Ball
Rules of Play
Split team in half with half of two opposing teams playing against each other.
Each team bats their roster each inning,
Batters are encouraged to hit coach pitch first, then hit from tee.
No strike outs.
Batter is out if an out is made in the field.
No stealing.
Minimum of two coaches on the field on defense.
Coaches on the field will serve as umpires.
Field Dimensions
Recommended minimum 50 feet between bases
Practices and Game Schedules
Each team will meet twice a week for 1.5 hours.
Each meeting will consist of both practice and games, with 45 minutes being used for each.
Farm
Rules of Play
Six players will assume the usual infield positions, with a minimum of three and a maximum of four assuming outfield positions.
Teams will bat entire roster.
Pitching: pitching machine or coach pitch will be used until batter puts the ball in play or strikes out. If coach pitches, the pitch will be overhand and from a kneeling position.
The ball is "dead" if the batted ball hits the pitching machine or the coach. All runners advance 1 base.
There are no walks.
Three outs per inning or 5 runs scored, whichever comes first.
Batter is out if an out is recorded in the field.
No stealing.
Runner may only advance one base on an overthrown ball.
Coaches in field will act as umpires.
Minimum Play: every player sits once before any player sits twice.
Each player must get the opportunity at least once per game to play in the infield. No one player shall play a single position for an entire game.
Field Dimensions
Base paths measure 60 feet between bases.
Practice and Game Schedules
Each team is required to practice twice a week before games begin, and once a week after the season starts.
Maximum practice time 1.5 hours per session.
Games are limited to six innings, or 1.5 hours during the week and 2 hours on the weekends.
No inning will be started after 7:00 pm on a weeknight. Note: An inning is deemed to have begun immediately upon the final out being recorded in the previous inning.
It is at the discretion of both Managers to call a game early due to darkness.
Rookies
Rules of Play
The home team will provide parent or coach to act as the umpire once players begin to pitch.
The defensive team will always field nine players.
Teams will bat entire roster.
Pitcher will be required to adhere to National LL Pitching rules. Managers will submit the completed pitch count form after every game. Submit form to [email protected].
Pitching: machine or a coach will be used to pitch from the mound until the batter puts the ball into play or strikes out. Coach will pitch overhand from a standing position, not a knee. There are no walks.
After the first three innings, players will pitch the last three innings of each game, with coaches being used after 4 called balls have been pitched. Coach will take over to finish the strike count or the player gets a hit.
Batter will be called out after three called strikes.
Batter is out if an out is recorded on the field.
An offensive inning is over once three outs are recorded or five runs are scored.
No stealing.
Runner may advance only one base on an overthrow.
Minimum Play: every player sits once before any player sits twice. Each player must get the opportunity at least once per game to play in the infield. No one player shall play a single position for an entire game. Field Dimensions
Pitching distance: back of home plate to the front of the pitching rubber measures 46 feet.
Base paths measure 60 feet between bases.
Outfield line is a minimum of 200 feet from home plate.
Practice and Game Schedules
Each team is required to practice twice a week before games begin, and once a week once the season starts.
“Kid Pitch” during games starts at the beginning of the second week of games.
Maximum practice length is 2 hours.
Games are limited to six innings or 1.75 hours during the week and 2.25 hours on weekends.
An inning is deemed to have begun immediately upon the final out being recorded in the previous inning.
It is the umpire's discretion to call a game early due to darkness.
Minors
Rules of Play
Rules and guidelines outlined in the little league RULE BOOK will be adhered to.
Pitcher will be required to adhere to National LL Pitch Counts. Managers/Coaches will submit the completed pitch count form after every game. Submit form to [email protected]
During Interleague games, District 5 rule guidelines will apply.
Local League Rules
Each team is required to practice twice each week before games begin, and once a week after the season starts.
Maximum practice length is 2 hours.
League may provide an umpire to call game. In the event the league is unable to provide an umpire, the home team will provide a parent or coach to act as the umpire.
Pitcher MAY be removed after hitting a batter three times in a game or at the discretion of the umpire.
Teams will bat the entire roster.
Every player will sit once before any player sits twice. EXCEPTION TO MINIMUM PLAY: If a pitcher or catcher is needed for more than their rotation, or if a player misses a practice, the manager has the option the next game to allow only minimum play time set forth by LL National Rules (new minimum play guidelines released. Update after they are verified)
No new inning will begin after 1.75 hours during the week and 2.25 hours on the weekends.
An inning is deemed to have begun immediately upon the final out being recorded in the previous inning
Three outs per inning or 5 runs scored, whichever comes first.
A regulation game consists of six innings unless:
Extended because of a tie score or

A regulation game consists of seven innings unless:

Shortened if after six innings, 5 1/2 innings if the home team is ahead, one team has a lead of 8 runs or more.
Shortened if after five innings, 4 1/2 innings if the home team is ahead, one team has a lead of 10 runs or more.
Shortened if after four innings, 3 1/2 innings if the home team is ahead, one team has a lead of 15 runs or more.
It is the umpire's discretion to call a game early due to weather or darkness.
If a game is called, it is a regulation game if five innings have been completed, 4 1/2 innings if the home team is ahead.
If the game starts later than the scheduled time, it is at the umpire’s discretion to make note of that at the pregame meeting with the coaches and extend the game to make up for that time difference.
Field dimensions:
Pitching distance: back of home plate to the front edge of the pitching rubber measures 60 feet, 6 inches.
Base paths measure 90 feet between bases.
Outfield line distance is a minimum of 300 feet from home plate.
POOL PLAYERS: Player Pool
Player pool will be created for existing players wanting additional play time. Players added to the pool will be available for regular season play and should only be selected in the event a team will not have nine players. Managers requesting a player must contact the Player Agent two days prior to a scheduled game. Pool players are available when a manager knows that the team will be short of players for an official game. The manager must contact the Player Agent for that division and request a pool player to complete the roster. If the manager or coach do not use an "authorized pool player" assigned by the Player Agent, he/she will be suspended from the next game (this will become a strike against them becoming an All-Star Manager or Coach.) Any pool player who is officially contacted and shows up to play MUST play nine consecutive outs and get at least one at bat meeting all minimum play rules outlined by Little League. Players selected will not pitch or catch and must bat last in the line-up.
Softball
Objectives
Provide a consistent level of coaching and play throughout the various leagues in BSLL.
Provide a progressive learning experience at all levels of play.
Prepare each player for the next level of play.
Play in a COMPETITIVE format focusing on learning the rules and fundamental skills of the game of softball.
Insist that softball be played with the fundamental skills.
Throwing
Proper batting stance and swing
Fielding techniques (pop flies and ground balls)

Catchers
All catchers are required to wear the proper protective equipment

Players playing in the Minors, Majors and Juniors softball division will be selected for teams in the same fashion as is identified in their counterpart baseball divisions.
Applicable if there are enough players to form 3 or more teams. If a division has 2 or less teams, players will be divided by player/coach request or by schools.
A member of the Boardwho does not have a child in this division's draft, will be present during the draft to assist with quality control.
8. Specific Division Rules: Softball
Rookies Softball Division 7-8 years old
Rules of Play
Home team will provide parent or coach to act as the umpire.
The defensive team will field nine players at all times.
Teams will bat entire roster.
Coach will pitch from the mound until the batter puts the ball into play or strikes out.
There are no walks. At the halfway point in the season, players will pitch the last three innings of each game, with coaches being used to when 4 called balls have occurred.
Batter will be called out after three called strikes.
Batter is out if an out is recorded on the field.
An offensive inning is over once three outs are recorded or five runs are scored.
No stealing.
Runner may advance only one base on an overthrow.
All players will sit once before any player sits twice.
Each player must get the opportunity at least once per game to play in the infield. No one player shall play a single position for an entire game.
Play with an 11” “soft” ball.
Pitchers pitch at 35’.
Minors Softball Division 9–10-year-olds

During Interleague/Interlock games, District 5 rule guidelines will apply.

SECTION XII: All-Stars
The purpose of BSLL is to select players who have the ability and desire to participate in a competitive environment with managers/coaches who have the experience and ability to prepare a group of players for competitive play. All participants will be expected to participate in 100% of all practices and games.
Manager & Coach Selection
All-Star managers will be selected by the Boardbased on recommendations of the President and Director of Coaches. Managers and coaches will be determined based on these recommendations and the approval of the Board.
Player Selection
The following process will be the all-star selection process used for selecting all-star teams for Minors, Majors, 9-11, Juniors, and Softball divisions.
Players will select four teammates to All-star selection,
Managers will have the option to add one additional player.
A Board Member gathers votes.
Board Member will secretly tally votes and the top four voted players for each team will be nominated, along with the additional player that may be added by the manager.
BSLL will hold a tryout. Players nominated by their peers will be invited to the tryouts. Managers and coaches from their respective divisions, along with volunteer umpires and board members, will be invited to participate in ranking each player during the tryout. Every person in every group will have a vote on who to nominate to the All-Star team within their division.
President and Player Agent will tally the votes. The players with the most total votes comprise the All-Star Team.
The Board approves an All-star manager.
Final Board approval is required.
NOTE: An All-Star team does not need representation from each team in their respective division. The All-Star team is a representation of the league.
Minimum Play
For players to be eligible for selection to an All-star team, they must have played in a minimum of games set forth by Little League rules. Players, managers, and coaches who have been put on notice due to code of conduct violation may NOT be eligible for All-stars.
Reimbursement
There are extra costs associated with playing on a tournament team. At the district level, BSLL does not cover transportation, food, and lodging accommodations. Depending on tournament advancement, additional travel expenses may be incurred after the District 5 tournament. BSLL will do everything it can to keep costs down for families, not limited to but including fundraising and sponsor support. Scholarships may be available. A committee of at least 3 parents from the team will be formed to oversee any All Stars fundraising. This fundraising is separate from BSLL fundraising.
SECTION XII: Disciplinary Action and Conduct
BSLL is concerned about the safety and well-being of the children participating in Little League sports activities. This includes both the physical and mental well-being of each participant Manager, coach, parent, and fans. All participant conduct needs to have a positive influence on our players and will be evaluated accordingly.
BSLL Boardhas instituted a Code of Conduct Policy that will help enforce an acceptable Code of Conduct for all participants in BSLL activities. A Conduct Review Committee will evaluate each reported incident to determine the appropriate action to be taken. A Code of Conduct Incident Form may be filed by any manager, coach, umpire, Board member or volunteer evaluator. This method of reporting infractions should remove the subjective nature from evaluating a Code of Conduct Incident.
Parents may also file a Code of Conduct Incident Form. These forms will be available from the BSLL Board of Directors via email. If a form cannot be acquired in a timely manner, any form of evaluation will be accepted in writing. In order for the Conduct Review Committee to respond to any comments or criticisms they MUST be in writing.
Conduct Review Committee
The Conduct Review Committee will be comprised of the President, Player Agent, Director of Coaches, Conflict Resolution Officer Umpire and Chief. Meetings will be executive meetings, not open to the public, although there will be a public comment period prior to the executive meeting.
Three Strike Policies
All participants in BSLL will adhere to the “Three Strikes and You're Out" principle. The BSLL Conduct Review Committee will assign Strikes according to the severity of each incident. Depending on the incident, an infraction can carry more than one strike as determined by the Conduct Review Committee. Repeated offenses of a “Strike One" offense will be assessed a higher designation. Figure 1 is a guideline for assignment of Strikes by the committee. Strikes may only be filed against an individual if a majority of the Conduct Review Committee determines that an infraction has been committed. All decisions made by the Review Committee are at their discretion and all decisions are final. Strikes are cumulative each season and will not carry over into the next season. Assigned Strikes will be used by the Board in evaluating and accepting Volunteer Positions each year and evaluating players for All-star selection. BSLL Conduct Review Committee may determine that an offense may carry the penalty of dismissal from the league for the remainder of the season.
Any returning Managers or Coaches that were removed from their team due to the Three Strike Policy in a previous year will not be allowed to volunteer in subsequent years. If a player is removed from their team due to the Three Strike Policy in a previous year will be allowed one strike before dismissal from the league.
As noted in Section XII: Minimum Play: Managers, Coaches and Players who have been put on notice due to code of conduct violation may NOT be eligible for All-Stars.
Evaluation Procedure
A Code of Conduct Incident Form may be filed by any manager, coach, umpire, Board member, or volunteer evaluator, Volunteer evaluators will be sent out to monitor and evaluate games throughout the season. The Volunteer Evaluator will file a Game Report Summary for each game he/she attends. A Code of Conduct Incident Form may be filed if the Volunteer Evaluator feels that a manager, coach, umpire, fan, or player has not adhered to the Code of Conduct as outlined in Figure One. A Volunteer Evaluator may not use a game that his or her son/daughter participates in for evaluation purposes.

Notice of Infraction
The Conduct Review Committee will send via the U.S. Post Office a Notice of Conduct Infraction to the offending party with a description of the resulting penalty. Examples of applicable penalties are included in Figure 2 (above) as a reference.
Conclusion
As Board Members, Managers, Coaches and Volunteers, we are entrusted with the well-being of the participants in the Bend South Little League. It is critical that each child have a positive experience with his/her participation. Umpires, Volunteers, Parents and Players all must be educated in Code of Conduct, expectations, and enforcement. The Conduct Review Committee must consistently enforce this policy to provide a healthy playing environment for all participants in the Bend South Little League.
Bend South Little League Conduct Guidelines:
The Bend South Little League Board has mandated the following Code of Conduct. All coaches and managers will read this Code of Conduct and sign in the space provided below, acknowledging that he or she understands and agrees to comply with the Code of Conduct.
Role of Volunteers, Managers and Coaches:
Bend South Little League volunteers, managers and coaches must be leaders. All must recognize that they hold a position of trust and responsibility in a program that deals with a sensitive and formative period of a child's development.
It is required that the manager and coach have understanding, patience and the capacity to work with children. The manager and coach should be able to inspire respect. Above all else, managers and coaches must realize that they are helping to shape the physical, mental, and emotional development of young people.
The Little League manager must be something more than just a teacher. Knowledge of the game is essential, but it is not the only badge of a Little League coach or manager. The heart of Little League is what happens between the adult manager/coach and player. It is the manager more than any other individual who controls the situation in which the players may be benefited. Improving the level of leadership in this vital area must be a continuing effort.
Children of Little League age are strongly influenced by adults whose ideals and aspirations are like their own. The manager/coach and player share a common interest in the game, a desire to excel, and determination to win. Children often idolize their managers and coaches, not because the adult is the most successful coach or mentor, but because the manager and coach are sources of inspiration.
Managers and coaches must be adults who are sensitive to the mental and physical limitations of children of Little League age and who recognize that the game is a vehicle of training and enjoyment, not an end in of itself. It has been stated many times that the program of Little League can only be as good as the quality of leadership in the managing and coaching personnel. To that end, Coaches and Parents agree to place the emotional and physical well-being of players at the top of your priorities (to include a safe playing environment).
Bend South Little League Code of Conduct:
No board member, manager, coach, player, or spectator shall, at any time:
Lay a hand upon, push, shove, strike, or threaten to strike an official.
Verbally abuse or demean a player or teammate for poor play.
Engage in unsportsmanlike acts directed at their opponents before, during or after the game.
Be guilty of heaping personal verbal or physical abuse upon any official for any real or imaginary belief of a wrong decision or judgment.
Be guilty of an objectionable demonstration of dissent at an official's decision by throwing of gloves, helmets, hats, bats, balls, or any other forceful un-sportsman-like action.
Be guilty of using unnecessarily rough tactics in the play of a game against the body of an opposing player.
Be guilty of a physical attack upon any board member, official manager, coach, player, umpire, official or spectator.
Be guilty of the use of profane, obscene, or vulgar language in any manner at any time.
Appear on the field of play, stands, or anywhere on the Little League complex while in an intoxicated state. Intoxicated will be defined as an odor or behavior issue.
Be guilty of gambling upon any play or outcome of any game with anyone at any time.
Be guilty of publicly discussing with spectators in a derogatory or abusive manner any play, decision, or an opinion on any players during the game.
Speak disrespectfully to any manager, coach, umpire, official or representative of the league.
Be guilty of tampering or manipulating any league rosters, schedules, draft positions or selections, official score books, rankings, financial records, or procedures.
Challenge an umpire's authority. The umpires shall have the authority and discretion during a game to penalize the offender according to the infraction up to and including expulsion from the game.
ONLY THE MANAGER shall engage the umpire with questions or for clarifications of rulings. Arguing of balls and strikes will not be tolerated. Assistant coaches shall at no time verbally engage or question an umpire's judgment.
The League Discipline Committee will review all infractions of the Code of Conduct. Depending on the seriousness or frequency, the board may assess any disciplinary action it sees fit up to and including expulsion from the league.
SECTION XIV: Approval

APPENDIX A: Board Position Descriptions
President
Oversees the affairs of all elements of the League.
Selects and appoints all managers, coaches, umpires and committees (subject to the approval of the Board).
Officer with whom Little League Headquarters maintains contact.
Represents the League in the District organization. This includes attendance at all district meetings, etc.
Strives to have first hand knowledge of the regulations under which Little League operates.
Presides at all League meetings, and assumes full responsibility for the operation of the League.
Receives all mail, supplies and other communications from the Little League Headquarters, and the District.
Vice President of Baseball
Presides in the absence of the president.
Works with other officers and Board members.
Carries out such duties and assignments as may be delegated by the president.
Oversee baseball divisions within the league.
